Joint Board Action Items - 1999

ITEM 1: Administrative Decision-Makers and the Staff Team Roles and Operating Procedures - March 10, 1999

Describes the roles of the administrative decision makers and the staff team. Describes how decisions and the authorizations for action on tasks will be made.

 

ITEM 2: Summary of April 1999 Supplemental Budget to be Submitted to Whatcom County Council - March 10, 1999

Outlines budget for 1999, and if approved it will enable Whatcom County, the lead agency, to have authorization for spending the budget item. This supplemental budget can be amended or added to by other supplemental budgets as needed during the year.

When submitted to the Whatcom County Council, this outline will be accompanied by the more comprehensive scope of work and budget for the project. The comprehensive SOW will provide context and prospective for the supplemental budget.

 

ITEM 3: WRIA 1 Watershed Management Project Public Involvement and Education Conceptual Plan - March 10, 1999

Describes the PIE program as now envisioned for the project. Calls for the hiring of a PIE Coordinator who will implement and further define the PIE program. If approved the staff will begin the following:

  1. Contracting for an Interim PIE Coordinator
  2. A telephone hotline
  3. An Internet web site
  4. Preparations for a Watershed Management Conference to Facilitate the formation and functioning of the caucus organizations and the Public Watershed Management Forums
  5. Preparation for holding the Public Watershed Management Forums

 

ITEM 4: Interim PIE Coordinator Scope of Work - March 10, 1999

Describes the scope of work for the interim PIE Coordinator to be contracted until the permanent PIE Coordinator can be provided. The Interim PIE Coordinator will oversee the Initiating Governments efforts to facilitate the formation of caucus groups , initiate meetings of the Watershed Management Forums, and the first meeting of the planning unit.

The budget for the interim PIE Coordinator will not exceed $15,000; amount is reflected in the supplemental budget request.

 

ITEM 5: Watershed Management Project Structure and Function - March 25, 1999

The Initiating Governments first described the structure and function of the Watershed Management Project in a draft document provided on December 29, 1998. In response to comments received about the initial document, the structure has been refined and additional information provided on the Public Involvement and Education Plan and the caucus formation and function.

 

ITEM 6: Letter to Washington State to participate as the State Representative - March 10, 1999

This request, if approved by the state, gives requesting Department of Ecology Bellingham Filed Office the authority to act as the state representative and to represent the other affected state agencies.

 

ITEM 7: Draft version 4 of assessment phase Scope of Work for Quantity, Quality, and Instream Flows - March 25, 1999

This is an initial and incomplete draft version of the scope of work for the Technical Teams. For example, this draft does not contain the habitat element , the PIE element, and the Federal reserve water rights element. It is anticipated that these scopes of work will be further refined as a result of additional discussion among the administrative Decision-Makers, further peer review, and input from the planning unit.

By adopting this draft of the scope of work, the Initiating Governments can provide the County Council and others with an overview of the technical assessment to be completed in this project.

 

ITEM 8: Letter to Department of Ecology regarding Water Quality Grant - Statement of Agreed Priority - March 25, 1999

Provided written verification that all or most of the effected agencies and governments have agreed to the prioritization of the projects is one of the requirements of the grant application process. Signing this letter enables the Water Quality Grant application to be processed.

 

ITEM 9: Water Rights Analysis Scope of Work and Preliminary Budget - April 29, 1999

Describes the work for temporary staff to be hired by Public Utility District No. 1 of Whatcom County in order to conduct a review and analysis of the estimated 7,495 Department of Ecology files containing claims, applications, permits, and certificates for water in WRIA 1. This work is a component of the draft Scope of Work for Water Quality already approved by the Initiating Governments. Financing of this effort will be accomplished through interlocal agreement between PUD No. 1 and Whatcom County, utilizing previously approved budget authority for this task.

 

ITEM 10: Request for Proposal with attached Scope of Work for the General Chairperson for the WRIA 1 Instream Flow Methods Meeting - April 23, 1999

This is a Request for Proposal for a candidate for General Chairperson for the WRIA 1 Instream Flow Methods Meeting. This is a component of the draft Scope of Work for Instream Flows already approved by the Initiating Governments. The supplemental budget for 1999 approved funding for the meeting. This RFP and the attached Scope of Work provides additional detail about the content, schedule, participants, and resulting report to be produced by the meeting.

 

ITEM 11: Communication between the Initiating Governments and the Media - April 23, 1999

This document provides procedural guidelines for the Initiating Government staff and the PIE Coordinator(s) on communicating with the media. They are one, to insure that the interests or the positions of the Initiating Governments are not misrepresented or compromised, and two, that media communications can proceed in a timely and effective manner to further the needs of the project.

Approval of this document will provide direction from the Initiating Governments to staff and PIE people about communicating with media and public.

 

ITEM 12: Conceptual Extension of Interim PIE Coordinators Contracts - May 27, 1999

This action by the Initiating Governments Administrative Decision Makers conceptually approves the extension of the current contracts with Mary Dumas and Rob Kelly, Interim PIE Coordinators, from June 19, 1999 to October 1999. The Initiating Governments hereby determine that, since the PIE program is essential to the success of the WRIA 1 Watershed Management Project, and since it is expected that PIE coordination will be available from Whatcom County in October 1999, it will be necessary to expand the current contract with Dumas and Kelly in order to bridge the gap.

 

ITEM 13: Selection of a General Chairperson for the WRIA 1 Instream Flow Methods Meeting - May 27, 1999

This action by the Initiating Governments Administrative Decision Makers approves the action plan for the selection of Thomas Hardy as the General Chairperson for the Instream Flow Methods Meeting.

 

ITEM 14: Approval of the contract between Whatcom County as lead agency for WRIA 1 Watershed Management Project and USGS for the water quantity work components for 1999 and into 2000 - July 20, 1999

Approval of this contract by the Administrative Decision-Makers enables the contract with the USGS to be adopted by the WRIA 1 Watershed Management Project in accordance with the consensus procedures outlined in the MOA and the Administrative Procedures document. The contract will be signed by the Lead Agency following budget allocation approval by the Whatcom County Council.

 

ITEM 15: WRIA 1 Watershed Management Project Water Quality Assessment Conceptual Plan - July 29, 1999

Describes the planned activities in the water quality scope of work to be completed in 1999 and identify the proposed overall approach to implement the water quality scope of work for the project. If approved, the staff team will pursue the actions identified below.

The 1999 work program identified four activities for implementation in 1999:

  1. Develop a map and report that provides an inventory of potential pollution sources in the WRIA.
  2. Develop a report describing the water quality parameters to be analyzed in the WRIA.
  3. Develop a report which describes the quality control/quality assurance procedures that will be used for each sample type collected; and
  4. Develop a report summarizing the literature on water quality computer models and recommending either adoption of an existing model or development of a custom model

The Staff Team recommended that private professional services consulting firm(s) be contracted to implement activities 1-3, and that the United States Geological Survey be asked to develop a draft scope of work for activities 4. If the Administrative Decision- Makers concur with this recommendation, the Staff Team will:

  1. Develop a draft scope of work and request for proposals for items 1-3. Existing studies, reports, and inventories will be evaluated as part of the scope.
  2. Request the USGS develop a draft scope of work for item 4.

No further action on these activities will be taken until the Planning Unit has had the opportunity to review and comment on both the draft scope of work and the draft USGS proposal at their September Planning Unit Meeting.

Rationale behind the recommendations to use USGS for the water quality modeling effort includes:

  • They have expertise and local knowledge
  • They will be doing modeling work related to water quantity. Coordination and integration of the water quantity and water quality modeling will be more effective if they are responsible for both efforts
  • They have an international reputation for developing high quality work products.
  • They can bring matching funds to the project. In general, the more work they do on the project, the more matching funds they can bring to the project.

 

ITEM 16: Summary of the proposed 2000 budget request to be submitted to the Whatcom County Executive and Council - July 29, 1999

If approved, the attached 2000 budget summary will be utilized by the County to prepare final documentation for the budget submittal to the Whatcom County Council for consideration and approval by the end of November 1999. Intended activities for 1999 that will not be completed during the current calendar year must be included in the 2000 budget request.

 

ITEM 17: Letter of intent to the state Department of Ecology re: need for Phase 3 funding - July 29, 1999

Establishes a "place-holder" with the state Department of Ecology for Phase 3 funds. The Phase 3 funds are desired, the Lead Agency (Whatcom County) will submit a grant application for those funds.
