Joint Board Action Items - 2000

ITEM 18: Interlocal Agreement between Lummi Nation, Nooksack Tribe, Public Utility District No. 1, City of Bellingham, and Whatcom County - January 14, 2000

This document stipulates the management of the WRIA 1 watershed budget, by the five initiating governments.

 

ITEM 19: Agreement for Consulting Services between Whatcom County and Rob Kelly & Mary Dumas - January 26, 2000

Establishes a new contract with Rob Kelly and Mary Dumas to act as facilitators of the Planning Unit and provide caucus support services for the Whatcom County Watershed Management Project for the period January 1 through May 31, 2000.

 

ITEM 20: Clarification of March 11, 1999 Roles and Operating Procedures Regarding Approval of Technical Teams - February 17, 2000

On March 11, 1999, the Decision-Makers signed a document titled "Roles and Operating Procedures". The document described the responsibilities of the Administrative Decision-Makers and their Staff Team related to a number of functions, including the appointment of Technical Teams. Two issues that have been raised related to the Technical Teams are described in the attached reference document. The Administrative Decision-Makers concur with the staff team recommendation.

 

ITEM 21: Approval to establish a Database Development Technical Team - February 24, 2000

Approval authorizes the establishment of a Technical Team that would assess the scope of work necessary to develop and maintain a database for the Watershed Management Project. The Technical Team will include estimates of associated costs and draft a schedule for setting up the database. The database is necessary to facilitate data accessibility to project participants, compatibility between existing data , and accuracy of data generated in the future as well as to comply with the grant contract with the Department of Ecology.

 

ITEM 22: WRIA 1 Watershed Management Project Approval of Water Quality, Water Quantity, and Instream Flow Technical Team Proposals - April 12, 2000

Describes the objectives, work products and Initiating Government staffing for each of the three proposed technical teams. Approval authorizes establishment of Water Quality, Water Quantity and Instream Flow Technical Teams and assigns Initiating Government staff to each team as follows:

ITEM 23: WRIA 1 Watershed Management Project, Final Scope of Work, March 27, 2000 - April 12, 2000

Attached is the final revised Scope of Work (SOW) for the WRIA 1Watershed Management Project. In March 1999, the Initiating Governments developed an initial draft SOW. The Planning Unit recommended a number of changes to the initial draft and a cooperative process was established to make those revisions. The attached final SOW incorporates those recommendations and describes how the March 1999 draft will be used. The final SOW identifies the general process, strategy, and actions necessary to manage water resources in WRIA 1. The final SOW was approved by the Planning Unit on March 22, 2000.

 

ITEM 24: WRIA 1 Watershed Management Project Approval of USU/USGS Scope of Work for WRIA 1 Technical Studies - April 12, 2000

The purpose of this document is to provide information on the project management, budget, process, and products to be generated by the proposed Utah State University (USU)-US Geological Survey (USGS) Team in conducting the technical studies of water quantity, water quality, instream flows, and fish habitat. The objective of the studies is to produce the data, models, and information display tools necessary to support the development of the watershed plan for WRIA 1. Approval provides direction to Initiating Government Staff to prepare appropriate contracts.

 

ITEM 25: WRIA 1 Watershed Management Project approval of the Personal Service Agreement (attached) between the Initiating Government Joint Board and Utah State University - May 19, 2000

The purpose of this document is to set out the terms and conditions of the contractual relationship between the Initiating Governments of the WRIA 1 Watershed Management Project and Utah State University in conducting the technical studies of water quantity, water quality, instream flows, and fish habitat. Approval provides direction to the Whatcom County Executive to execute the Personal Service Agreement on behalf of the Initiating Governments Joint Board.

 

ITEM 26: WRIA 1 Watershed Management Project approval of extension of Whatcom County Contract No. 9906032 with the U.S. Geological Survey (USGS) for Water Resources Investigations - May 19, 2000

The purpose of this document is to set out the terms and conditions of and to facilitate USGS participation in WRIA 1 Watershed Management Project Phase I scoping meetings with Utah State University. Approval provides direction to the Whatcom County Executive to execute documents necessary to authorize further expenditure in the amount of $9,200.00 for USGS participation as noted in the contract extension document.

 

ITEM 27: WRIA 1 Watershed Management Project Joint Administrative Board Financial Management and Administrative Procedures - May 31, 2000

This document defines the financial management and administrative procedures applicable to the "Operating Fund" to be created by the Whatcom County Treasurer pursuant to the Interlocal Agreement among the five Initiating Governments dated January 14, 2000, to be administered by the Watershed Management Project Joint Administrative Board.

 

ITEM 28: WRIA 1 Watershed Management Project, Final Technical Scope of Work, Utah State University, July 21, 2000 - September 11, 2000

Attached is the final Technical Scope of Work for Phase II and anticipated work for Phase III (Technical SOW) for the WRIA 1 Watershed Management Project. It is anticipated that a detailed scope of work for Phase III will be available in the Fall of 2000. The attached Technical SOW was approved by the Planning Unit on July 26, 2000.

 

ITEM 29: WRIA 1 Watershed Management Project Approval of Fish Habitat Technical Team Proposal - October 25, 2000

The attached proposal describes the objectives, work products, reporting, staffing and budget guidelines for the Fish Habitat Technical Team. Approval authorizes establishment of the Fish Habitat Technical Team and assigns Initiating Government staff to each team as follows:

ITEM 30: Approval of the Professional Services Agreement (attached) between the WRIA 1 Watershed Management Project Joint Board and the City of Bellingham - September 11, 2000

The purpose of this document is to set out the terms and conditions of the contractual relationship between the Joint Board of the WRIA 1 Watershed Management Project and the City of Bellingham with respect to the City of Bellingham administering financial transactions for the Joint Board. Approval provides direction to the Whatcom County Executive to execute the Professional Services Agreement on behalf of the Joint Board.

 

ITEM 31: Endorsement of support letter for the WRIA 1 Late 2000 Funding Cycle package filed with the Salmon Recovery Funding Board (SRFB) - October 25, 2000

The purpose is to document Joint Board support for the current grant package being considered for the Second Round 2000 grant funding cycle of the SRFB.

 

ITEM 32: No Cost One-Year Extension of WRIA 1 Watershed Management Project Contract - November 29, 2000

The purpose is to propose a one-year no-cost extension of Utah State University's contract for Phase II technical work.

 

ITEM 33: WRIA 1 Watershed Management Project Joint Board Projected 2001 Budget - December 20, 2000

As identified by the Joint Board interlocal agreement signed January 14, 2000, the Joint Board is required to submit an annual budget. The attached 2001 budget identifies anticipated revenue and anticipated expenditures for the tasks approved by the Joint Board. The enclosed memo identifies the Joint Board adopted budget for 2001.

 

ITEM 34: WRIA 1 Watershed Management Project Joint Administrative Board resolution regarding transfer of funds - December 20, 2000

This Joint Board resolution defines and acknowledges funds to be transferred from the Whatcom County Water Resource fund to the Joint Board Operating Fund. This resolution provides for the transfer of funds for Water Rights Analysis, USU Technical Studies and Stream Gauging.
