Joint Board Action Items - 2001

ITEM 35: Personal Services Agreement between the Watershed Management Project Joint Administrative Board ("Joint Board") and Public Utility District #1 of Whatcom County - January 24, 2001

The purpose of this document is to set out the terms and conditions of the contractual relationship between the Joint Board and Public Utility District #1 of Whatcom County for the completion of Stage 1 Water Rights Review and the implementation of Stage 2 Water Rights Review in WRIA 1. Approval provides direction to the Whatcom County Executive to execute the Personal Service Agreement on behalf of the Joint Board.

 

ITEM 36: Approval of Independent Peer Review Panel - January 24, 2001

The purpose of this item is to formally approve the eleven (11) individuals recommended by the Planning Unit's ad hoc committee for the Independent Peer Review Panel. Members of the Independent Peer Review Panel would review and comment on specifically identified products delivered by contractors (e.g. Utah State University) under the WRIA 1 Watershed Management Plan. The first deliverable scheduled for such review is the USU Technical Scope of Work for Phase III. A draft version of the Phase III SOW is expected in the next few months. Approval by the Joint Board of this list would enable formal implementation of the WRIA 1 Independent Peer Review Panel.

 

ITEM 37: Letter from WRIA 1 Watershed Management Project Joint Board to the Planning Unit regarding the Early Action Item for repairs of the Blaine sewer line and manhole problems as a mechanism for reducing fecal coliform levels in Drayton Harbor - January 24, 2001

The Drayton Harbor EAI was approved by the Planning Unit on January 3, 2001. A copy of the approved proposal is attached. One of the next steps is to determine how to best move forward with implementation of the joint proposal, including addressing the funding needs identified as coming from the WRIA 1 Project. The purpose of this letter is to initiate discussions with the City of Blaine about how to best address and finance the needed repairs. Approval of this letter by the Joint Board will result in its distribution to the City of Blaine.

 

ITEM 38: Modification of the Personal Services Agreement between the WRIA 1 Watershed Management Project Joint Board and Utah State University - February 21, 2001

Attached to this signature page is a Personal Services Agreement Modification, amending the Agreement entered into between the Joint Board and USU on May 30, 2000, and extending the term of the Agreement until July 31, 2003. This is a no-cost extension of the original agreement. Approval of this document by the Joint Board authorizes the Whatcom County Executive or his designee to execute the Personal Services Agreement Modification.

 

ITEM 39: General grant agreement of the WRIA 1 Watershed Management Project Joint Board - February 21, 2001

Attached to this signature page is a Grant Agreement template for use when disbursing Joint Board funds for early action activities in the WRIA 1 Watershed Management Project. Approval of this document by the Joint Board will authorize its use in future funding/contractual arrangements undertaken by the WRIA 1 Watershed Management Project Joint Board.

 

ITEM 40: Tenmile Creek Watershed Volunteer Riparian Restoration Pilot Program - February 21, 2001

The Tenmile Creek Watershed Volunteer Riparian Restoration Pilot Program EAI was approved by the Planning Unit on January 31, 2001. A copy of the proposal is attached. Approval of this document by the Joint Board will facilitate its funding and implementation in the WRIA 1 Watershed Management Project and authorize the Whatcom County Executive or his designee to enter into such contracts as may be necessary.

 

ITEM 41: Phase III Grant Agreement between the WRIA 1 Watershed Management Project Joint Board and the State of Washington Department of Ecology - May 11, 2001

Attached to this signature page is a Grant Agreement between the WRIA 1 Watershed Management Project Joint Board and the State of Washington Department of Ecology for Phase III funding in the total amount of Two Hundred and Fifty Thousand Dollars ($250,000.00). Approval of this document by the Joint Board authorizes and directs Whatcom County and/or it's agents, as lead agency, to execute the said agreement on behalf of the Joint Board, and will facilitate the transfer of said funds to the Joint Board Account for use in completing Phase III tasks, as more particularly described on page 2 of the grant agreement attached hereto.

 

ITEM 42: Summary of Staff Team Proposal for Early Data Needs Tasks - June 22, 2001

Since the draft Phase II technical assessment reports have been received, and the Phase III Scope of Work has not yet been developed, an interim process termed "Early Data Needs" has been identified so that data can be collected during the summer and fall of 2001. The attached "Summary of Staff Team Proposal for Early Data Needs Tasks" describes the particular activities and budget estimates.

Approval of this proposal will direct the contract administer to implement a contract amendment with Utah State University to accomplish the tasks identified in the attached proposal. This amendment will not exceed $585,000.

 

ITEM 43: Facilitation Support - June 22, 2001

To maximize efficient use of IG staff time and input, additional resources are requested to provide facilitation and associated support services for staff team meetings. Specifically, the IG staff team proposes that Resolution Services be hired to provide the needed services. A more detailed explanation and description of the services requested is provided in the attached proposal. Approval of this proposal by the Joint Board will direct the Whatcom County Executive to execute a Professional Services Agreement on behalf of the Joint Board. This agreement will expend $9,000 from the Joint Board budget to provide the described services.

 

ITEM 44: Budget Overview and Letter from Whatcom County Describing WRIA 1 Watershed Plan Issues - June 22, 2001

Along with continued technical assessment work, there is a need to begin action on other tasks essential to the successful completion, adoption, and implementation of a Watershed Management Plan for WRIA 1. The particular issues/tasks are described in the attached letter from Whatcom County to the Joint Board. The attached budget overview illustrates the minimum funding needed to accomplish the work for the WRIA 1 Project through 2003. The Joint Board acknowledges that they will need to seek additional funds for any work not currently identified. This document is intended to recognize Joint Board support for the completion of these tasks in a timeframe that ensures completion and adoption of the plan in June 2003.

Approval from the Joint Board is requested to support efforts to accomplish the tasks identified in the attached budget summary.
