The watershed plan for WRIA 1 will cover four areas: water quantity, water quality, habitat for fish, and instream flows. The direction and technical work of the project are shaped by four items:

• Overview. An overview of how the state Watershed Management Act, the grant from Department of Ecology and the Memorandum of Agreement shape the WRIA 1 Watershed Management Project.
• The state Watershed Management Act. The law sets out roles and responsibilities of various participants in the planning process, and lays out the areas that need to have plans.
• A grant from the state Department of Ecology. The WRIA 1 planning process has received two $25,000 grants from Ecology. The grant requires WRIA 1 to meet certain goals.
• A Memorandum of Agreement among local governments. There are five governments that initiated the WRIA 1 planning process through a Memorandum of Agreement: the Lummi Nation, Whatcom County, the City of Bellingham, Whatcom County Public Utility District No. 1, and the Nooksack Tribe. These Initiating Governments have agreed to certain operating principles.
• An interlocal agreement. Another document that is signed by the five Initiating Governments, this describes how funds for the WRIA 1 Watershed Management Project are administered.
• Elements from all four documents were used to develop the project's scope of work.
