The draft Watershed Plan is now available for download.

You are invited to attend a public open house to review and comment on the WRIA 1 Watershed Management Plan - Phase 1. The open house will be on Wednesday, April 27, 2005, 5-8 p.m., at the Laurel Grange Hall, 6172 Guide Meridian, Lynden (between Hemmi Road and Ten Mile Road). Brief presentations repeated throughout the evening will provide an overview on the Watershed Management Plan, water rights, and instream flows. Satellite Downlink Conference
FUNDING WATERSHED PROJECTS IN THE PACIFIC NORTHWEST
November 18, 2003 9:00 AM - 12:00 AM PST

The Environmental Finance Center <http://sspa.boisestate.edu/efc/> (EFC) at Boise State University will introduce the amazing new project planning tool, Plan2Fundtm. Learn, with this computer-based program, how you can estimate costs of watershed plan goals and objectives, assess any local match, and determine the funding gaps to meet the goals and objectives of the plan.

The satellite conference offers live interaction by phone, fax, or e-mail with a successful environmental grant writer; and you can explore your funding strategies with a federal grant evaluator. You will also receive a copy of the EFC's searchable database that lists federal, state and local, foundations and private funding sources for Pacific Northwest watershed restoration projects.

The Whatcom Ag Preservation Committee (APC) is sponsoring two upcoming events related to the drainage-based management (CIDMP) pilot projects in the Bertrand and Tenmile watersheds.

On July 22, Planning Unit members and other interested parties are invited to attend a presentation on the projects to the Natural Resources Committee of the Whatcom County Council at 9:30 in the County Council Chambers, 311 Grand Ave, Bellingham. Jim Waldo, the Governor's Water Policy Advisor, local watershed officials, and farmers engaged in the CIDMP process will be speaking.

The presentation will be followed by a two-hour field tour, starting at 10:30, to the Bertrand and Ten Mile CIDMP project areas. Participants will discuss the progress being made towards forming Watershed Improvement Districts. Those interested in the tour should RSVP to the APC office by Friday, July 18, at 354-1337.

On July 31, the APC is sponsoring a presentation by officials from the Environmental Protection Agency, the US Fish & Wildlife Service, and NOAA Fisheries. The presentation will discuss local pathways for achieving compliance with the Endangered Species Act and the Clean Water Act. The meeting will be 1-5 p.m. at 322 N. Commercial St, 2nd Floor Conference Room, Bellingham.

Panelists include Tom Anderson, Public Utility District No. 1 of Whatcom
County; Henry Bierlink, Agriculture Preservation Committee; Jeremy Freimund, Lummi Nation; Judy Slotemaker, Pole Road Water Association; and Carl Weimer, RE Sources.

This meeting is open to the public and free of charge. Coffee and cookies

The Water Quantity Tech Team is hosting a presentation, Aquifer Storage and Recovery in the Northwest, on June 13, 3-5 p.m. at 322 N. Commercial St, 2nd Floor Conference Room, Bellingham. The presenters are Jeff Barry, senior hydrogeologist for Groundwater Solutions, and Charles Lindsay, principal hydrogeologist for GeoEngineers. The talk will cover the following topics:

* What is ASR and how does it work?
* ASR applications in the US and Northwest
* Technical issues
* ASR project steps
* Example ASR projects and lessons learned
* ASR permitting in Washington

May 11 Caucus Workshop
Please come to a meeting to discuss some initial ideas for managing water resources in WRIA 1 (the Nooksack River basin and smaller, adjacent watersheds). This is your chance to talk with planners about the target areas for the plan--Tenmile Creek, the South Fork of the Nooksack, and Lynden North--and your ideas for how water issues in these areas can be addressed. You’ll also be invited to share your thoughts on how to manage water issues for different economic sectors, such as agriculture and development, throughout WRIA 1.

The workshop will be held on Saturday, May 11, 8:30 a.m. - 12:30 p.m. at Whatcom County Fire District #3, 307 - 19th St, Lynden.

May 29-30 Instream Flow Symposium
The WRIA 1 Watershed Management Project has invited experts from around the country to discuss the legal, policy, and technical aspects of setting instream flows. The symposium will focus on using instream flow modeling to identify and protect an ecological flow regime throughout WRIA 1.

The symposium will be held May 29-30, 8 a.m. - 5 p.m., at the Hampton Inn - Fox Hall, off I-5 at the Bakerview exit, just north of Bellingham. The registration fee is $30 and includes lunch on both days. Please register by May 10. Checks should be made payable to the WRIA 1 Joint Board. The Shuckin' on the Spit festival will be held at Resort Semiahmoo on Saturday, May 4, 2002, 3-7 p.m. The festival is a non-profit event to support the Drayton Harbor Restoration Project in its effort to increase awareness of the rich array of shellfish resources in Drayton Harbor - and to reach the goal of harvesting oysters in May 2004. The festival will feature both fun and educational activities for all ages, food from local restaurants, and live music. Entrance fee is $15 per person, with free admission for children under age 10. The project is hosting a socioeconomic workshop on April 10, 2002 from 9 a.m. to 4 p.m. at the City of Bellingham Public Works Training Room, 2221 Pacific Street, Bellingham. The purpose of the workshop is to familiarize the Parametrix consulting team with existing socioeconomic resources for the watershed. The Joint Board approved the hiring of a consultant team, led by Parametrix, Inc. of Kirkland, WA, for professional services related to the Watershed Management Plan, an associated Environmental Impact Statement, and socioeconomic analysis.

The Instream Flow Extrapolation Workshop will take place on Tuesday, 4/2/02 from 8:00 a.m. – 4:00 p.m. and on Wednesday, 4/3/02 from 8:00 a.m. – 12:00 noon at the Forest Street Annex (1000 N. Forest St., Bellingham).

Final reports on Utah State University's Phase II work are now available. Paper copies can be reviewed at the Whatcom County Water Resources Division library, 322 N. Commercial St, Suite 110, Bellingham.

 

Whatcom County Cooperative Extension is the local host for the satellite downlink program, "Living on the Edge: Grassoots Watershed Planning in the Pacific Northwest." The program will be broadcast live to watershed planning participants throughout Washington, Oregon, Idaho, and Alaska, and will include a panel discussion including call-in questions.

Curious about the technical work on tap for the next two years? Come to a meeting on Nov 14, 6-8 p.m., at the Civic Center Building, 322 N. Commercial St, 2nd Floor, Bellingham, to preview the road map for studies and other technical work for Phase III. You'll also hear more about the Decision Support System (DSS). Both the technical studies and the DSS will be used to help make informed decisions about water-related policies for WRIA 1.

The DSS Worksheet Compilation Summary, Version 2 is now available. The Compilation Summary lists the issues that the Planning Unit caucuses want the Decision Support System to address.

A review draft of the Summary Characterization of WRIA 1 is now available. This 97-page document describes the ways water is used within the WRIA, water-related issues and challenges, data and research needs, and potential solutions that should be considered.

The WRIA 1 Watershed Management Project is requesting Statements of Qualifications for writing the Watershed Management Plan, developing the associated Environmental Impact Statement, conducting a socioeconomic analysis, and providing on-call facilitation/administrative support and public involvement services. Come to a WRIA 1 Workshop on Wednesday, June 27, 7:00 - 8:30 p.m., at the Bellingham Public Works Cafeteria, 221 Pacific St, Bellingham. Over the past several months, the WRIA 1 caucuses and participating governments have been working on a list of water issues and possible solutions that will be used to decide what areas need more research in the next two years, and what scenarios the Decision Support System should include. Come to the workshop to find out what issues have been proposed so far, and add your thoughts to the mix.

A project schedule is now available. Please note that the dates used are only approximate dates; specific meeting dates and task deadlines will be adjusted on a case-by-case basis so that they do not fall on weekends, etc.

February 20, 2001

A Diking/Drainage Caucus Steering Committee Work Session of approximately one hour is planned for Thursday, February 22 at noon, at the Whatcom County Engineering Office.

Please come to a public forum about Phase II technical findings and the Decision Support System on February 28, 2001, 7 - 9 p.m., at the Bellingham Public Works Cafeteria. Both the technical data and the Decision Support System will be used to help develop the Watershed Management Plan.

Habitat Suitability Criteria Workshop, Oct 10-12

A panel of experts will convene Oct 10-12 to discuss the most appropriate Habitat Suitability Criteria (HSC) for WRIA 1. HSC are used to quantify the characteristic behavioral traits of fish species during various life stages (e.g., fry, juvenile, adult) in terms of the conditions that provide favorable habitat and those that do not. The HSC will be used in the application of the Physical Habitat Simulation computer models to be applied as part of the instream flow studies.
